It is the beginning of the 21^st century and the newest state in America, Malebolgia, has invited Brigadier Alastair Gordon Lethbridge-Stewart to offer them the insight gained from his involvement with the devolution of Scotland.

During his visit, the Brigadier is taken to a new medical institute, of which the deceptively charming statesman - Brigham Elisha Dashwood III - is a patron.
